中国的经济发展成就举世瞩目，连美国也一直在偷偷地学习并觊觎我们取得的果实。近日在海外版知乎Quora上，有美国网友问：中国自称负责任的大国，为何不接收更多黑人移民？针对此问题，中国网友给予了正义且有爱的回答；更有中国学者一针见血地支出：中国向来自力更生。

问题：中国为何不接收更多黑人移民？

China will not be as open to immigrants as the United States, because it has never relied on inbound immigrants.

中国不会像美国那样对移民开放，因为中国的发展从来没有依赖过入境的移民，从来都是自力更生。

The United States has been relying on immigrants for jobs that Native Americans do not want to do.During the first two centuries of existence in the country, they introduced unskilled labor in the form of black slaves.Other immigrants became labor force because they were not black.These groups include the Irish, Jews, Chinese, and Japanese, just to name a few.The first-generation immigrants always faced discrimination from Native Americans, but they were generally accepted as full members unless factors made them "foreigners" again.This was true for Japanese Americans at the outbreak of World War II.

美国一直依靠外来移民来做本土美国人不想做的工作。在这个国家存在的头两个世纪里，他们以黑人奴隶的形式引进非技术劳工。其他移民之所以成为劳动力是因为他们不是黑人。这些群体包括爱尔兰人、犹太人、中国人和日本人，这只是举几个例子。第一代移民总是面临来自美国原住民的歧视，但他们被普遍接受为正式成员，除非有因素使他们再次成为“外国人”。二战爆发时，日裔美国人就是这样。

Black African Americans are an exception because they face stereotypes that ordinary Americans can never overcome, even after the Civil War and the Civil Rights Act.Now, with many white Americans worried that they will become their national minority, some states have passed legislation that makes it increasingly difficult for black Americans to vote.That is where the US is in its place right now.

非裔美国黑人是个例外，因为他们面对的刻板印象是普通美国人永远无法克服的，即使是在南北战争和民权法案之后。现在，由于许多美国白人担心自己将成为本国的少数族裔，一些州已经通过了立法，使美国黑人越来越难以投票。这就是美国现在的处境。

Chinese and Chinese are increasingly aware of these challenges facing American society, so the American immigration experience does not work from their perspective.Today, many people see the United States as a rapidly declining superpower, which is past its prime age, and are unable to make the right adjustments to accept its declining status.The result is that the society is tearing itself apart along the boundaries of society, race, politics, and wealth, and that all the infighting shows no sign of an end.

中国和中国人越来越意识到美国社会面临的这些挑战，所以从他们的角度来看，美国移民的经验是行不通的。如今，很多人将美国视为一个迅速衰落的超级大国，已经过了黄金时期，无法做出正确的调整来接受其日益衰落的地位。其结果是，这个社会正沿着社会、种族、政治和财富的界限撕裂自己，而且所有的内斗都看不到结束的迹象。

For this reason, China will not allow immigration just like the United States does.Why should China copy the immigration model of a declining superpower?It makes no sense.

出于这个原因，中国不会像美国那样允许移民。为什么中国要照搬一个正在衰落的超级大国的移民模式?这毫无意义。

That means that it is too broad to talk about "which countries" are most likely to emigrate to China.China will not accept immigrants from other countries as the United States does.What China has to do is to accept the talents with special skills needed for China's development.

这意味着，谈论“哪些国家”最可能移民到中国，过于宽泛。中国不会像美国那样接受其他国家的移民。中国所要做的是接受中国发展所需要的具有特殊技能的人才。

At the collapse of the Soviet Union in 1991, many Russian and Ukrainian weapons designers and engineers were in trouble and did not have enough money to support their families.China is developing and needs highly skilled designers and engineers to help upgrade China's defense industry.Some of them came to China, where they and their family worked for 30 years.Others traveled with their families to the United States, where they were snapped up by U. S. defense contractors.

If we look at Chinese experience we will see that these immigrants have special skills; it is perfectly conceivable that China will hire Americans, if they move to China, China needs to provide these individuals and their family immigration and nationality at the current stage of economic development; these people will be highly skilled, smart and aware of their value.They will be well aware if their skills are valuable to any Chinese company, and whether their knowledge and presence can have a significant impact on the company's competitiveness both nationally and internationally.

如果我们看看中国的经验就会发现这些移民都有特殊技能；完全可以想象,中国也会雇佣有特殊技能的美国人,如果他们搬到中国，中国需要在当前的经济发展阶段,提供这些个人和他们的家庭移民和国籍；这些人将是高技能，聪明，并意识到自己的价值。他们会很清楚自己的技能是否对任何一家中国公司有价值，他们的知识和存在是否能够对公司在中国国内和国际上的竞争力产生重大影响

真正的问题是“为什么中国不想要太多的移民？”“中国有永久居留权和入化程序，但这两者都很难实现。除了文化差异，维持社会的稳定也是非常重要的。当然，这些规则可能会有一些放松，中国放宽了对外国人才的签证要求。其实我认为主要有以下两个原因：

First, we already have too many population—1.4 billion. The pressure of a high population density exists and has brought many negative impacts. As a Chinese, I would like to say 0.8 – 1.0 billion would be great.

首先，我们已经有了太多的人口——14亿。高人口密度的压力已经存在，并带来了许多负面影响。说实话，能把一个这么多人口的国家走向繁荣富强真的是太不容易了。

Second, China does not have a history of immigration and we would never have it. We Chinese love our motherland. Or more specifically, we have a culture called "fallen leaves return to the roots". It means even though you die somewhere, your family or your friends should bring your body (or ash urn) back to your original home--not the place you born, not the place you work, not the place you live for fifty years, it is the place where your ancestors lived for several hundreds years at least, and your soul will stay with the land and bless your descendants. Personally, I think such a custom is so cool, only the long-lasting civilization would have such a custom. The only exception is for soldiers that sacrificed themselves for the country—we would build a monument for them and they would lie down together with their comrades. We Chinese believe their souls would share the fate of our nation and inject glory into the blood of their families. So, it explains why many Chinese have immigrated to the US but they would go home when they are old and expect to pass away at hometown. Turn back to the topic, in the condition of that we have such a culture, we EXPECT all people should do it (however, it is not mandatory, you still can do anyway you like, but other people would think it is shameful and immoral). So we prefer to help you build your own motherland where you belong to or allow you staying with us as a visitor, rather than let you join us. Maybe foreigners cannot feel such an atmosphere in cities like Shenzhen cause it is a new-born city in which almost no one is a pure local person.

其次，中国没有移民的历史，可能也永远不会有。中国人热爱他们的祖国。或者更具体地说，有一种叫做“落叶归根”的文化。这意味着即使你死在某个地方，你的家人或你的朋友应该把你的身体（或骨灰盒）带回到你原来的家——不只是你出生的地方，不仅是你工作的地方，不只是你住了几十年的地方，这是你的祖先也生活过至少几百年的地方，你的灵魂将留在这里并祝福你的后代。我个人认为这样的习俗是如此的酷，只有持久的文明才会有这样的习俗。唯一的例外是那些为国家牺牲自己的士兵——国家会为他们建造一座纪念碑，他们会和他们的同志一起躺下。中国人相信，他们的灵魂将共享国家的命运，并为他们的家庭的血液注入荣耀。所以，这就解释了为什么许多中国人移民到美国，但他们会在年老后回家，并希望在家乡去世。回到这个话题，在中国有这样一种文化的情况下，人们期望所有人都应该如此。

Therefore, Chinese do business everywhere but we just wanna do business. We are not an aggressive nation and we have no interest to conquer other countries for more land cause we just wanna "fallen leaves return to the roots" so we don't wanna your roots and we also do not expect other leaves come to my roots.There is no discrimination and no hatred. It is just our special culture.

因此，中国人到处做生意，而且也只是想做生意。中国不是一个激进的国家，没有兴趣征服其他国家以获得更多的土地，只是想“落叶归根”。所以他们不想得到你的根，也不希望其他的叶子来得到他们的根。没有歧视和仇恨。这只是中国特殊的文化。

Europe has larger area of territory than China has but only has half the size of population. US has territory about the size of China and has less than one fourth of population. All the population of developed countries combined is about the same as China, yet they possess about four times of the territory, and several times of the wealth and capital. And most importantly, they have better Human Rights record and better democratic system. They can take all the refugees in the world and the population is still not the size of China’s.

欧洲的领土面积比中国大，但人口只有中国人口的一半。美国的领土面积与中国差不多，人口不到中国的四分之一。发达国家的人口加起来和中国差不多，但他们拥有大约中国四倍的领土，还有中国几倍的财富和资本。哪怕他们带走世界上所有的难民，但人口仍然没有中国那样的规模。

China will accept immigrants, according to her own regulation. It is her sovereignty. It is not should or should not. It is capable or not. It is not fair to ask China to accept immigrant while the West blame her birth control as killings. Chinese sacrificed a lot to control the size of her population, and now some international power want to influence the demography of China.

中国将根据自己的法律接受移民。这是她的主权。要求中国接受大量移民是不公平的，而西方国家一直在各方面指责中国。中国人为了控制人口规模牺牲了很多，现在一些国际力量想要影响中国。
